PARKING-TIX HIKE FINE WITH ALBANY

By DAVID SEIFMAN

May 17, 2003 -- Motorists who can't contain their fury at getting one of those $105 parking tickets may need to consider an anger management class - the price is about to go up another $10. A little-noticed section of the budget just passed by the state Legislature hikes the statewide surcharge on summonses from $5 to $15.

That $10 increase will boost fines in the Big Apple for the most serious offenses, such as double-parking, to $115.

Patrolman's Benevolent Association president Pat Lynch blasted the city on Monday for its efforts to cash in on increased fines by turning the beat cop into a "summons machine."
