GOP BASH IS NO HOLIDAY

August 19, 2003 -- The Republican National Convention will not take place until September 2004, but the NYPD already has banned its cops from taking vacations and days off while the GOP pols are in town, The Post has learned.

Cops got the bad news Wednesday via Finest Message - a regular telex circular to all police commands - that no cops will be allowed leave during the last week of August and the first week of September 2004, to ensure the entire NYPD workforce is on hand. "The department is presently preparing for all possible contingencies relating to the Republican National Convention," the message said.

"These plans will involve a substantial commitment of police resources and therefore . . . no member of the service . . . will be permitted to select . . . annual vacation or individual vacation days" from Aug. 23 through Sept. 5. The message adds that police officers on scheduled days off may be ordered back on the job to meet "personnel requirements."

A spokesman from the Patrolmen's Benevolent Association said its lawyers are looking at the implications of the vacation ban.
