ANHATTAN: UNION CHARGES PRESSURE The head of the union that represents police officers said yesterday that the Police Department was pressuring officers to write more tickets for traffic, parking and other infractions, which the department denied. The union chief, Patrick J. Lynch, said the pressure was an effort to balance the city's budget, saying that the number of summonses was up nearly 7 percent as of April 21 over the same period last year. He said the pressure to write more tickets was damaging the officers' relationship with the communities they serve. But Police Department officials said the number of traffic and parking tickets had dropped more than 17 percent, while summonses for criminal violations, like quality of life crimes, had risen about 15 percent.
