Summary of Delegates Meeting
January 11, 2000

PRESIDENT'S REPORT      

PBA President Patrick Lynch began the meeting by stating that the change in venue in the Diallo case from the Bronx to Albany was necessary and jury selection would begin on January 31, 2000.

Anna Mancini will be administering the Health & Welfare Fund.

Delegates were updated on the PBA's temporary injunction blocking promotion of selected cops to "detective specialist."

The PBA was successful in preventing the department from changing normal sick procedures during the holiday season.  As per the contract, the department must confer with the PBA before it can change sick procedures.

Delegates were issued a legislative roundup, identifying new bills that have become law. The PBA's Political Action Committee (COPE) will begin to interview potential City Council candidates.  The Discipline Bill has not yet surfaced; but Lynch warned that we must continue to pressure Council Members to prevent its passage. PBA board members will be attending the City Council's regular meeting on January 19, 2000, to continue to monitor the bill.

PBA President Patrick Lynch, First Vice President John Puglissi and Recording Secretary Robert Zink visited Charles Schwarz at the Metropolitan Correctional Center in Lower Manhattan and held a press conference. Mr. Schwarz's obstruction-of-justice trial is about to begin.

LEGAL TOPICS

Mr. London reported that the PBA is now taking an aggressive posture against CCRB and outlined the measures in detail.

Mr. Worth indicated that he was confident that there will be a fair trial in the Diallo case, due to the change in venue. Mr. Worth also asked that the membership show support for our four members and permit the case to be tried by not interfering with the legal system in Albany.

Mr. Longworth indicated that it has been 60 days since the last report of enforced monitoring testing by the department.  Mr. Longworth stated that if this particular testing reappears, members should immediately notify delegates who will in turn notify the attorneys.

Mr. Lynch indicated that he is going to take a proactive stance with the media and begin a campaign that promotes police officers in a positive light.

REPORT OF VITO TURSO OF DKA (PUBLIC RELATIONS)

Mr. Turso explained DKA's role in the PBA public relations campaign.

REPORT OF VINCENT PITTA (LABOR NEGOTIATOR)

Mr. Pitta stated that he works for the law firm of Herrick, Feinstein, LLP, and that he and his firm will devote all of their resources in the upcoming contract negotiations.  He went over the favorable position the PBA should enjoy in the negotiations and what his firm, the PBA and the membership need to do to take advantage of the situation. Mr. Pitta will meet with city Labor Relations Director Jim Hanley for the first time on Friday, January 14, 2000.
