To All Delegates and Members

May 5, 2000

On May 4, 2000 the PBA began formal contact negotiations with the City Office of Collective Bargaining.

We are planning to make this round of negotiations the first step in closing the gap between the NYPD and some of the surrounding jurisdictions. The salary differential between this job and most other police departments has been widening since 1973. It would be unrealistic to expect a complete reversal of that trend in one contract period, but it is my intention to place the PBA on a path toward rectifying that inequity. Also, keep in mind when you are reading the pages below that the presentation of formal negotiating demands is just the first step in a process that could end with a new, negotiated contract in two months, or a decision by PERB in two years.  The U.S. Senate race now in progress may also play into the process, further complicating matters.

However long and convoluted this process becomes, keep in mind that I am committed to bringing back the best deal possible in both salary and working conditions. If we are to be successful, your continued unity and support will be essential as the coming months unfold.

Fraternally,

Patrick J. Lynch
President
