Summary of the PBA Delegates Meeting May 2, 2000

1.

CALL TO ORDER

PBA President Patrick Lynch called the meeting to order at 11:20

  • Salute to Flag.

  • Respects to all fallen officers, seriously injured officers and those who stand wrongfully accused.

  • Recording Secretary Robert Zink reported opening correspondence.

2.

AWARDS

  • Awards were presented to Assistant District Attorneys Timothy Koller and David Lehr for their efforts in their successful prosecution convicting the murderer of Police Officer Gerard Carter.

3.

PRESIDENT’S REPORT  

  • PBA President Patrick Lynch began the meeting by stating that the PBA will officially present contract demands on May 4, 2000. All members will be updated as talks progress.

  • The PBA has filed an Improper Practice petition against the department with respect to the Dorismond funeral. The case will be heard on May 23, 2000. The PBA is requesting any member who was injured in the incident to come forward.

  • The PBA is planning a police support rally in June, and is currently reaching out to all unions and police departments to attend this very important event.

  • Funds Administrator – The PBA has hired Carmine Russo as the new Funds Administrator. Mr. Russo started as a Senior Account Manager for Metropolitan Life Insurance Company then moved to Manager, Benefits Services of Securities Industry Association. Next he became Vice President of Dominick & Dominick , Incorporated and, before accepting this position, he was Senior Director, City of New York Program for Group Health Incorporated (GHI).

COPE

  • Legislation – The PBA is currently involved in a computer search and overlay to update and register all members to vote.

REPORT OF JOHN POKLEMBA (Legislative Consultant)

  • Mr. Poklemba stated that last year’s legislative session was extremely successful with 13 bills signed into law by Governor Pataki.  Mr. Poklemba further stated that an extensive list of legislation has recently been introduced in Albany.  The bills of extreme importance this year are as follows: Bridge and Tunnel Bill, Increased Take Home Pay  (needs home rule message by City Council), Free Transportation Bill, Educational Bills and Prior State Time Bills.  All members will be informed of any updates with respect to this year’s legislative roundup.

PBA TIPLINE (212) 981-5280

  • The tip line has been successful in promoting positive police stories.  All members are urged to use the tip line.  Hotline stickers were issued.

7.

PUBLIC RELATIONS

  • The PBA has started an extensive advertising and media campaign geared toward the upcoming contract. Full page ads, commercials & bill boards.

8.

LEGAL ISSUES

Report of Stu London

  • Mr. London reported that investigations are ongoing against civilians who make false complaints against police officers.  The PBA will aggressively pursue this matter until arrests are made against these complainants.  Mr. London further stated that if an officer makes an arrest and charges are reduced, the affected officers should notify the PBA attorneys.  Mr. London also stated that officers who make arrests and become a target of an investigation should immediately notify the PBA attorneys.

Report of Steve Worth

  • Mr. Worth stated that the Federal investigation involving the Street Crime officers was still ongoing.

Report of Greg Longworth

  • Mr. Longworth stated that the law firm is now proceeding in Federal court with regard to the officer who was wrongfully terminated in the Broad Channel case.  Mr. Longworth also stated that the PBA is actively working to suspend Dr. Martinez’s (Health Services) medical license, due to his negligence in a number of cases.

9.

CONVENTION

  • The PBA Convention will be held at the Hudson Valley Resort & Spa on Wednesday, August 30, to Friday, September 1, 2000.

10.

REPORT OF ALAN BROWER (V.P. of Program Planners)

  • Mr. Brower is a consultant to unions regarding all financial matters.  Mr. Brower stated the City is in a good financial position with a $2.9 billion surplus.  The Police Pension Fund was also reported to have $4.6 billion in extra earnings.  Mr. Brower discussed the Mayor’s demands of some other City unions (e.g. Merit Pay – based on productivity, reduced vacation time, along with reduced release time).

11.

ANNOUNCEMENTS

  • Brendan McCabe donated $1,900 to the Widows & Children’s Fund on behalf of District #33.
