Lynch called the meeting to order at 4:15 p.m.

President’s Report
-
PBA President
Patrick Lynch began the meeting by stating that he had
met with the new Police Commissioner Bernard Kerik and
was hopeful that various issues would be discussed and
resolved under the new commissioner. Some of the issues
discussed with Commissioner Kerik were: manpower, stationhouse
conditions and antiquated Transit radios.

Contract
Issues - Negotiations officially began on May 4,
2000, with the PBA’s submission of its proposed modifications
to the 1995 – 2000 agreement. On July 18, 2000, the
City presented its proposal for modifications to the
1995 – 2000 agreement. On August 9, 2000, Labor Commissioner
James Hanley responded to the PBA’s demands and presented
his view regarding the economic and non-economic nature
of each demand. The following sub-committee meetings
met during the month of August: August 17, 2000 (economic
costing committee meeting), August 21, 2000 (work schedule
committee meeting) and September 5, 2000 (economic costing
committee meeting).

Health &
Welfare Issues - The following modifications were
made regarding the prescription drug plan:

Cope Issues
- Cope Director
Robert Zink requested members to return voter registration
cards to their respective delegates. Also distributed
at the meeting were volunteer cards to allow members to
get involved in the PBA’s Political Action Committee (COPE).
Mr. Lynch also thanked delegates for motivating members
to call their State Assembly members in support of the
Bridge and Tunnel Bill. The influx of calls sent a message
to Albany that our membership is engaged and interested
in the issues before the Assembly.

Legal Updates

Report of Stu
London – Mr. London discussed various issues that delegates
face when representing officers who are involved in
shooting incidents. Mr. London also stated that former
officers Weise & Bruder (Loumia case) are out on
bail pending appeal.

Report of Steve
Worth – Mr. Worth informed the delegate body of a recent
incident in the Bronx where DA Robert Johnson attempted
to violate the 48-hour rule. The PBA challenged his
actions and thwarted his efforts to violate officers’
rights.

Report of Greg
Longworth – Mr. Longworth stated that off-duty officers
should refrain from being listed as the arresting officer.
An on-duty police officer should be the arresting officer
in arrest situations involving off-duty police officers.
Mr. Lynch announced
that the PBA is in the process of developing a grievance
form, which will ensure that all proper steps are taken
in accordance with the rights afforded members under the
Collective Bargaining Agreement. |

Liddy Case
- Thanks to the
hard work of General Counsel Michael Murray and Assistant
General Counsel David Nicholson, Walter Liddy, Manhattan
South Financial Secretary has represented 37 members in
connection with MTS Brothel case.

PBA Rally
- Mr. Lynch thanked
all delegates & members for attending the rally.
Over 8,000 members and family attended, which sent a clear
message to City Hall that the PBA is mobilized and strong.
