PBA DELEGATES MEETING SUMMARY

OCTOBER 10, 2000

I.

Call to Order

PBA President Patrick Lynch called the meeting to order at 11:15 A.M.

  • Salute to Flag
  • Respects to all fallen officers, seriously injured officers and those who stand wrongfully accused.

Recording Secretary Robert Zink reported opening correspondence.

II.

President’s Report

  • PBA President Patrick J. Lynch began the meeting by stating that the PBA is intensively involved in contract negotiations and that all members must unite and not be divided by false rumors on the mobile digitals or by word of mouth.

III.

Report of Robert Linn (PBA Labor Negotiator)

  • Mr. Linn updated the delegate body regarding the status of negotiations and the methodology undertaken to support our claim that N.Y.C. Police Officers are grossly underpaid vis-à-vis their counterparts in other jurisdictions.

Mr. Lynch concluded by thanking the contract committee for their diligent work with respect to contract negotiations.

IV.

Helmet Issue

  • Mr. Lynch stated that the PBA and the department have reached a tentative agreement.  The agreement would allow officers to wear helmets at their own discretion when they believe they are in imminent danger.  In addition, the stipulation provides that officers shall have the right to have their helmets with them at all times.

V.

PBA Canteen

  • Mr. Lynch stated that a new canteen has been purchased and is currently being painted with the nostalgic black and green colors.  The canteen is being funded by the Finest Foundation, thanks to their $30,000 donation.

VI.

Federal Monitor (Report of Michael Murray)

  • Mr. Murray stated that the PBA headed by Patrick Lynch had met with Eric Holder, second in command at the Justice Department, to voice PBA objections to the imposition of a Federal Monitor to oversee the NYC Police Department. 

VII. 

Annual PBA Convention

  • President Lynch stated that the convention was the most successful in recent memory and thanked Queens North Financial Secretary, Dan Tirelli and Staten Island Trustee, George Strype for their efforts.

VIII.

COPE Issues

  • Mr. Lynch stated all voter registration cards should be returned to the COPE Committee to insure that all our members are registered.  Mr. Lynch further stated that all COPE volunteer cards should be distributed to members and returned to the COPE Committee.  John Flynn (Co-Director COPE Committee) reported that phone banks will be scheduled for seven (7) important races in the NYS Senate on October 28th and November 4th at 5:00 pm.

IX.

Legal Issues

  • Report of Greg Longworth – Mr. Longworth stated that Governor Pataki has signed the Health Information Quality Bill into law.    This bill allows individuals to obtain disciplinary records of medical doctors.
  • Report of Steve Worth – Mr. Worth stated that there has not yet been a decision with regard to Federal prosecution of police officers involved in the Diallo incident.  Mr. Worth believes that there will not be a decision until after the Nov. 7th elections.
  • Report of Stu London – Mr. London stated that the PBA law firm is now using videotape and handwriting experts at the department trial room.  Mr. London further stated that the PBA is aggressively prosecuting individuals who file false complaints against NYC police officers.

Labor Day Rally

  • President Lynch thanked all delegates for attending the Labor Day rally.  Mr. Lynch also thanked Queens South Trustee, Robert Iaboni for organizing the event.
