The City has fired the first shot in the next round of bargaining,
making demands over the table for draconian cuts in Health, Welfare
and Pension benefits for all City unions. See the list of the
City's demands, below.
The most significant cuts include:
Active
-
Reducing the ITHP by 50% — a benefit we recently
enhanced;
-
Reducing leave and night shift differential;
-
Instituting co-payments for health and increasing co-payments
for other services;
-
Reducing active welfare fund contributions by $200.00;
-
Eliminating City funding for LOD Survivor benefits; and
-
Create New Pension tier for new employees.
Retiree
-
Instituting co-payments for health and increasing co-payments
for other services; and
-
Reducing Retiree Welfare Fund contributions by 50%.
If instituted, these proposed cuts will have a devasting impact
on our Active and Retired Health, Welfare and Pension benefits
and will change civil service as we know it.
I am writing now to advise each and every active and retired
member and their families that we will be reaching out to you
to enlist your support to beat back these terrible proposals.
We are one family and we need to speak with one voice to defeat
these proposals.

THE CITY OF NEW YORK
Proposals to the MLC for Labor's Budgetary Contributions
GENERAL
-
Create a furlough program for all Employees.
-
Establish unpaid Holidays.
-
Eliminate all paid release time for union activities.
-
Agree to support pension legislation reducing Increased
Take Home Pay (ITHP) provisions by 50%.
-
Reduce all accrual thresholds of Annual Leave by 3 days.
-
Reduce the effective hours of Night Shift Differential by
two (2).
-
Eliminate the PICA program effective 6/30/03.
-
Eliminate Medicare Part B Reimbursement.
-
Eliminate the subsidy of the HIP-HMO Mental Health/Substance
Abuse Rider by 6/30/03.
-
Maintain the GHI/CBP participating provider fee schedule
at its current level.
-
Institute co-premiums for all health insurance plans.
-
Institute co-pays for all office visits and hospital admissions
in the HIP-HMO program.
- Increase all existing copays and deductibles for GHI-CBP/Blue
Cross Blue Shield for all employees and retirees.
-
Cap the City's increase in health insurance contributions
to increases in the Medical CPI.
-
The City's annual contribution to the Stabilization Fund
shall be reduced by the CBP Basic Program's dividends.
-
Eliminate all premium subsidies for the GHI and Blue Cross
optional riders effective 6/30/03.
-
Implement an administrative fee for the Health Insurance
Program for all employees and all retirees.
- Reduce Active Welfare Fund contributions by $200.
-
Reduce Retiree Welfare Fund contributions by 50%.
-
Require Welfare Funds to provide and selffund line of duty
survivor benefits by 6/30/03.
- Agree to support legislation creating new pension tier for
all new Employees.
The City of New York reserves the right to add, delete,
modify and/or reinstate the proposals contained herein until such
time as a final agreement is reached.
