Hello. This is Mubarak Abdul-Jabbar, 2nd Vice-President of the New York City

Contract
We met with the City again on March 1st. Rather than the City putting over
the table a serious wage proposal, the City continues to insist that we pay for
any wage increase that we receive with give-backs.
The City put forward a series of options, which require that we fund our own
raises — for example give up our personal leave days, holidays etc. It is
our view that the City is not negotiating our compensation package among other
issues in good faith and that the only resolution will come from a PERB-assisted
mediation or binding arbitration.
After considering many factors, on March 8, 2004 we filed our declaration of
impasse at PERB. We will keep you informed of any changes in this matter.
Improved Legal Services
In order to allow our members to use an attorney of their choice when buying
or selling a home, the PBA is instituting a house closing voucher program. Now,
instead of using a single law firm to handle a house closing, you can use any
attorney you wish and that attorney will receive a $600 benefit per closing. That
means if you are buying and selling a house, you will receive $1,200 towards the
legal fees for both closings. For more information about this benefit, contact
