Hello this is Pat Lynch, president of the New York City Patrolmen’s
Benevolent Association.
PERB has rendered an award for our contract covering August 2002
through July 2004.
The award grants two 5% raises that when compounded is valued at
10.25%. The award is fully retroactive and members at top pay can
anticipate a back pay check grossing approximately $13,800 not counting
overtime, holiday pay or night shift differential.
The PERB decision also removes one personal leave day from the
terms of the contract and allows for five more reschedule days.
The pay schedule for future police officers was also lowered, a
demand put forth by the city. The award and supporting opinion is
posted on this website.
The panel chairman’s decision embraced the belief that we
should be among the highest paid police departments in the nation
and has shattered pattern bargaining. His decision will be a strongly
supportive document for our next negotiation and, if necessary,
arbitration.
Because this award only covered the period up to July 31, 2004,
we are presently working without a contract for 11 months. On Monday,
June 27th the PBA notified the Office of Labor Relations that we
are ready to begin bargaining in our next negotiation.
This two and three year lapse in contracts is unacceptable and
unfair. We will do everything possible to force the city to the
bargaining table as quickly as possible.
