Keenan Scott, the PBA’s new Transit Financial Secretary, has a background worthy of the title. Besides his distinguished NYPD and PBA credentials, Keenan holds bachelor of science degrees from Morgan State University in accounting and business administration and is a master of business administration candidate in finance.

His leadership qualities were apparent in January 1992 when he entered the Academy, where he served as company sergeant. Upon graduation, he was assigned to the District 30 TPF and before the year was out he had been awarded an Exceptional Duty Medal at Valor Day ceremonies. He had saved four people from a fire. In August 1995, he was decorated again, winning a commendation at the Transit PD’s Cop of the Month ceremonies.

His PBA career began in March 1993, when he was appointed a delegate from the Transit TPF, where he was subsequently elected to several terms. After the merger, he was appointed a delegate to the newly formed Transit Brooklyn Task Force, was subsequently elected to the post and has served there ever since. He was appointed to the PBA Executive Board last August.

Bronx-born and Queens-bred, Keenan Scott is extremely proud of his children, Shauna, 19, a freshman at V.A. State, Keenan, Jr., 16, a high-school sophomore, and David, 2.


    


George Winkler, the PBA’s new Trustee for Lower Manhattan & Richmond, is a police officer’s son who proudly wears his father’s shield. The elder Winkler, also named George, worked in the 9th Pct. and the 122 but died when George was only 12, and it was the son's life-long dream to wear that badge of honor.

George was appointed to the Academy in January 1986 and upon graduation in July of that year was assigned to NSU 2, where he served until the following January. Then he was assigned to the 120, in the borough his father patrolled, and he has been there for the past 16 years.

He was appointed a PBA delegate in 1998 and elected to the position in 2000. In January 2003, he was appointed to the PBA Executive Board.

“I am proud to represent the police officers of Lower Manhattan and Richmond,” he said. “Next to wearing my father's shield, that is the one thing I have most wanted to do.”

George, unmarried, was born and raised on Staten Island.
