A Bronx resident who was born in Queens, Anthony is the
father of two, Joe, 16, and Tania, 13.
While the improper practice complaint over his transfer
has since been settled, Joe Anthony continues his crusade for the benefit
of Bronx police officers — in fact, for all NYPD cops citywide.
He knows what it’s like to be treated unfairly.

new PBA Bronx Trustee Joe Anthony functions in the finest tradition
of police union leaders — he’s known for standing up strongly
for the people he represents and putting their interests before his
own.
One notable example came three years ago when, as PBA
delegate, he was unfairly transferred from the 50 Pct. after he protested
the reassignment of another officer who had refused to downgrade a grand
larceny arrest to petit larceny on the orders of her lieutenant. The
PBA immediately filed an unfair labor practice complaint with the city
Office of Collective Bargaining and, on March 14, 2003, got a preliminary
injunction rescinding the transfer while the OCB case proceeded.
“The court finds that there is reasonable cause
to believe an improper practice has occurred,” wrote Supreme Court
Justice Debra A. James, in granting the injunction. Justice James quoted
from an internal memo citing the C.O.’s recommendation that Anthony
be transferred immediately, “based on the fact that he is a PBA
delegate with influence over the other officers in his command, which
he uses negatively.”

Justice James added that the memo’s
language established that Anthony’s transfer “would not
have taken place but for (his) use of his influence as a union delegate”
and that the “respondent intended the transfer to restrain such
protected activity.”
Joe Anthony began his NYPD career on July 17, 1986, putting
in the usual six months with NSU. He was then assigned to the 75 Pct.,
where he spent 10 years, two of which were in anti-crime. He followed
that up with three years at the 44 Pct. and was assigned to the 50 in
1999. His PBA service began that same year when he was elected a delegate
in that command.
Anthony has been an active and effective PBA delegate,
serving with distinction on the contract and COPE committees. Currently
assigned to Patrol Borough Bronx, he became a Bronx Trustee in January
2006.
