Pension Update
Tier 3 Buyback Applications Open
Dear PBA Member:
I am writing with an important update for Tier 3 members who have prior service as NYPD Traffic or School Safety agents, NYPD Cadets or NYC Corrections officers.
As you know, the Legislature passed and the Governor signed the Didarul Islam Police Recruitment Act (Chapter 58 of the Laws of 2026) earlier this year. Under the new law, members with prior service in the above titles may be eligible to purchase or transfer that prior service time and have it count toward their retirement.
The Police Pension Fund has now made applications available for those who wish to buy back their time. Members can submit their applications using the webCOPS portal or by filling out the printable form and submitting it to the Police Pension Fund in person or by mail:

Once the application is submitted, the member’s qualifying service time will be determined and calculated by the Police Pension Fund in accordance with the law. Please be advised that it is in members’ best interest to submit their applications as soon as possible.
As you know, the Didarul Islam Police Recruitment Act provides the first meaningful prior service buyback in Tier 3, opening the door for expansion of this benefit in the future. The PBA will continue fighting to expand the buyback provisions to members with service in other titles in upcoming legislative sessions.
