Contract Update: Impasse GRANTED, Mediator Appointed

Dear PBA Member:

I am writing with an important update on our contract process. As you know, last month we filed a declaration of impasse with the state Public Employment Relations Board (PERB) due to the City’s continuing refusal to put forward a contract proposal.

Today, PERB notified us that it agrees that an impasse exists in our negotiations. PERB has appointed two of its staff members, including its New York City regional director, to serve as mediators in our case.

PERB mediators facilitate discussions between the parties and make recommendations to bring the parties closer to a negotiated settlement. If mediation does not resolve the impasse, the mediators can recommend that the case be referred to a PERB arbitration panel.

This action from PERB is an important step forward in our contract process. As you know, our goal is to reach a negotiated agreement that works for our members. Our hope is that this outside intervention will motivate the City to come to the table with a fair proposal and negotiate with us in good faith.
