GHI-CBP will be replaced by a new health plan called New York City Employees PPO (“NYCE PPO”) for all in-service NYC employees and pre-Medicare retirees.
NYCE PPO will be jointly administered by Emblem Health and United Healthcare.
Current GHI-CBP Members will be enrolled automatically in NYCE PPO effective 1/1/2026 unless they choose another plan.
Members in other health plans will be able to switch to NYCE PPO during the Fall Transfer Period starting November 1.
As reported by the Municipal Labor Committee:
All current GHI-CBP benefits will be available under the new plan.
All 5 major hospital systems in New York will be in-network.
The NYCE PPO has no member premium.
There will be one ID Card for Medical/Hospitalization coverage rather than the current system of two ID cards.
Copayments will remain the same, with Health and Hospital Corporation (HHC) facilities joining Advantage Care Physicians NY (“ACPNY”) as the lowest cost options.
The Provider Network will increase, both in the NYC-Metro Area and more significantly nation-wide.
Required Prior Authorizations will be reduced substantially.
